Saat itu saya mau memfoto copy lembar SEP BPJS yang seukuran separo HVS. warna kuning dan merah muda.
Sebelumnya saya bertanya; (dan memang seharusnya setiap transaksi ditanyakan biayanya)
"berapa biaya fotocopy per lembar"
"Rp. 250,-" jawab petugas jaga hari itu, Rabu pagi 20 september 2017.
"ok tolong difotocopy 2 lembar.
Dua lembar SEP digabung atas bawah jadi satu." sambil menyiapkan Rp.500
"Total berapa?" tanya saya
"Seribu pak" jawab petugas
"Lho tadi katanya Rp.250 per lembar? kalau 2 lembar harusnya Rp.500" tanya saya
"satu lembar SEP dihitung satu harga pak" jawab petugas.
"Jadi Fotocopynya itu Rp.250 untuk per lembar HVS atau per separo lembar HVS?" tanya saya ulang
"Rp. 250 itu per lembar. tapi kalau yang difotopy itu lembar SEP, akan dihitung per SEP"jawab petugas
Tentu saja saya makin bingung dan masih bertanya2 lagi.
Akhirnya petugas lain menengahi dan membayar hanya Rp.500
-
Perlu diketahui, di masa BPJS, lembar SEP (surat Elegibilitas Pasien) merupakan lembaran sakti yang bisa difotocopi agar bisa mendapatkan pemeriksaan penunjang lanjutan bila diperlukan. Karena SEP asli hanya 3 lembar.
Oleh karena itu, bisa dimanfaatkan pihak Fotocopi untuk memperoleh keuntungan sebesar-besarnya.
Bayangkan bila pasien BPJS tersebut adalah PBI yang benar benar miskin.
Mohon pengelola menetibkan dengan cara memasang informasi tarif; Rp.250,-/lbr HVS

"one sheet of SEP is calculated as one price, sir," answered the officer.
"So the copy is Rp.250 per sheet of HVS or per half sheet of HVS?" I asked again
"Rp. 250 per sheet. But if it is SEP photographed, it will be calculated per SEP," answered the officer
Of course I am more confused and still asking questions.
Eventually other officers interceded and paid only Rp.500

Please note, in the BPJS period, the SEP sheet (Patient Elegibility letter) was a magic sheet that could be photocopied so that it could get further investigations if needed. Because the original SEP is only 3 sheets.
Therefore, it can be used by the Photocopy to get the maximum profit.
Imagine if the BPJS patient was a PBI who was truly poor.
