Pkl. 07.00 WIB kuota sudah habis, banyak warga yang datang kebingungan mencari informasi karena tidak ada petugas yang mengarahkan sejak awal kedatangan warga. Tidak ada pembatasan area. Akhirnya menimbulkan kerumunan.
