★ ★ ★ ★ ★ Dalam Pemilu 1971 (Pemilu pertama dalam pemerintahan Orde Baru Presiden Soeharto), salah satu pesertanya adalah Golongan Karya dan mereka tampil sebagai pemenang. Kemenangan ini diulangi pada Pemilu-Pemilu pemerintahan Orde Baru lainnya, yaitu Pemilu 1977, 1982, 1987, 1992, dan 1997. Kejadian ini dapat dimungkinkan, karena pemerintahan Soeharto membuat kebijakan-kebijakan yang sangat mendukung kemenangan Golkar, seperti peraturan monoloyalitas PNS, dan sebagainya.
Setelah pemerintahan Soeharto selesai dan reformasi bergulir, Golkar berubah wujud menjadi Partai Golkar, dan untuk pertama kalinya mengikuti Pemilu tanpa ada bantuan kebijakan-kebijakan yang berarti seperti sebelumnya pada masa pemerintahan Soeharto. Pada Pemilu 1999 yang diselenggarakan Presiden Habibie, perolehan suara Partai Golkar turun menjadi peringkat kedua setelah PDI-P.
Ketidakpuasan terhadap pemerintahan Megawati Soekarnoputri menjadi salah satu sebab para pemilih di Pemilu legislatif 2004 untuk kembali memilih Partai Golkar, selain partai-partai lainnya seperti Partai Demokrat, Partai Kebangkitan Bangsa, dan lain-lain. Partai Golkar menjadi pemenang Pemilihan Umum (Pemilu) Legislatif pada tahun 2004 dengan meraih 24.480.757 suara atau 21,58% dari keseluruhan suara sah.
Kemenangan tersebut merupakan prestasi tersendiri bagi Partai Golkar karena pada Pemilu Legislatif 1999, Partai Demokrasi Indonesia (PDI) Perjuangan mendominasi perolehan suara. Dalam Pemilu 1999, Partai Golkar menduduki peringkat kedua dengan perolehan 23.741.758 suara atau 22,44% dari suara sah. Sekilas Partai Golkar mendapat peningkatan 738.999 suara, tetapi dari prosentase turun sebanyak 0,86%.
