Setelah mempelajari dokumen prioritas Pembangunan Kabupaten Majalengka tahun 2017, kami berpendapat secara konseptual sangat ideal dan sempurna. tapi permasalahan biasanya muncul di implementasinya, seperti beberapa contoh berikut :
1. masalah kesehatan secara perencanaan sangat ideal, tapi biasanya muncul permasalahan implementasi dilapangan ada masyarakat yang secara fakta betul betul layak mendapatkan bantuan pelayanan kesehatan gratis,namun mereka tidak mendapatkannya dengan alasan tidak terdata, dan kalaupun dapat biasanya dalam pengurusan persyaratan cukup rumit buat masyarakat tsb.
2. Wajib belajar 9 tahun, pendidikan gratis dan SSN, untuk mencapai SSN biasanya perlu biaya, kalau sekiranya dari segi pembiayaan belum bisa mencukupi jangan sampai sekolah memungut kekurangannya dari siswa, karena masyarakat tahunya sudah gratis, jangan sampai menimbulkan kegaduhan di masyarakat.
3. Ekonomi (UMKM), masalah yang muncul secara fakta ada masyarakat yang memang betutu-betul mau dan mampu juga punya peluang untuk usaha cuma terkendala dengan masalah permodalan. ini kadang terhambat dengan adanya aturan atau persyaratan administrasi seperti agunan dll yang tidak bisa dipenuhi mengakibatkan masyarakat tersebut tidak bisa mengakses bantuan modal tersebut yang akhirnya peluang usaha hilang
4. usaha usaha kecil yang bukan usaha kreatif dan juga usaha kelompok ada masih belum tersentuh, padahal sebetunya usaha-usaha tersebut apabila mendapatkan pembinaan dan dorongan pemerintah justru dapat menyerap tenaga kerja dimasyarakat.
5. Pemberdayaan, kepemudaan, seni budaya, untuk pembinaan masalah ini masih belum maksimal, masih banyak kelompok-kelompok yang belum tersentuh oleh pembinaan ( masih belum merata, baru sebagian kelompok saja).
Ini semua baru sebagian contoh permasalahan inplementasi dilapangan, sebetunya masih banyak masalah-masalah yang dihadapi dilapangan yang berkaitan dengan implementasi perencanaan tersebut.
Dari contoh permasalahan diatas diharapkan menjadi pertimbangan BAPPEDA kabupaten majalengka didalam penyusunan perencanaan pembangunan.
Kalau memungkinkan dari kemungkinan permasalahan implementasi di lapangan dibuatkan satu solusi yang juga dimasukan dalam perencanaan. dengan maksud meminimalisasikan permasalahan implementasi dilapangan terhadap program perencanaan pembangunan.

After studying the 2017 Majalengka Regency Development Priority Documents, we are of the opinion that conceptually is ideal and perfect. but problems usually arise in their implementation, such as the following examples:
1. health problems in planning are ideal, but implementation problems usually arise in the field there are people who are in fact really worth getting free health care assistance, but they do not get it on the grounds of not being recorded, and even if it can be usually in the management of requirements quite complicated for the community .
2. 9-year compulsory education, free education and SSN, to achieve SSN usually costs, if in terms of funding it is not enough, don't let the school collect the shortcomings from students, because the community knows it's free, don't cause a stir in the community.
3. Economy (UMKM), a problem that arises from the fact that there are people who are truly willing and able to also have opportunities for businesses that are only constrained by capital problems. this is sometimes hampered by the existence of rules or administrative requirements such as collateral etc. that cannot be met resulting in the community being unable to access the capital assistance which in the end business opportunities are lost
4. Small-scale businesses that are not creative businesses or group businesses are still untouched, even though actually these businesses if they are given guidance and government encouragement can actually absorb labor in the community.
5. Empowerment, youth, arts and culture, for the development of this problem is still not optimal, there are still many groups that have not been touched by coaching (still not evenly distributed, only a few groups).
These are all just a few examples of implementation problems in the field, actually there are still many problems faced in the field relating to the implementation of the plan.
From the example above the problems are expected to be considered by the Majalengka district BAPPEDA in the preparation of development planning.
If possible from possible implementation problems in the field, a solution is also included in the planning. with the aim of minimizing implementation problems in the field of development planning programs.
